What is it? G.I. Joe Hasbro, Hot toys or others?
I think G.I. Joe or not? What his name.

if it's gi joe, there will be a hasbro trademark stamp somewhere on the body, probably the butt

Might be Formative Internationl's Soldiers of the World series from the late 90's/early 2000's.

There were a few 12" soldier makers back then. The only cheaper ones still going are Power Team Elite and occassionally, Lanards The Corps.
