Yeah absolutely, for how great they look at 1/4 and only $100. I'd probably be fine with $150ish at 1/6 scale.

Does this release come with everything the first release came with too?

Why not just release the coat, hat, and backpack as an accessory pack to save us from buying ANOTHER Raphael figure?

With the figures being what they are, there's little chance that they can re-use those parts for additional releases. Parts reuses and repaints are kind of how NECA keeps their costs down and also what they use to fund later figures in the line. They saw, probably, the only opportunity they have to reuse parts in the line on a release that makes sense. Fans buying releases like this is what is allowing them to create Shredder and the Foot Soldier.
