Nah, space marines are, but only because they're genetically modified super mutants, not because humans are taller in general.

Post-human supersoldiers notwithstanding, it seems as though the average human height has indeed increased, according to the fluff. Colonel-Commissar Ibram Gaunt, for example, is supposed to be around 6'6", but he's only described as being "tall," not towering (he's not even the tallest man in his own regiment) and the official artwork doesn't depict his troops as being dramatically shorter than he is, on average:
