Funko Legacy
 

Could Funko theoretically obtain a license to duplicate a character likeness form their Pop line in the Legacy one? Or do companies get separate licenses for separate product lines?

Yup. The Legacy lines never took off as they hoped, which is unfortunate. I know the figures were plagued with production issues, but I enjoyed them. It was nice that they took chances with the properties. Their Rocketeer Legacy figure is still one of my favorites.

Funko doesn't do the Legacy stuff anymore. They didn't sell well enough, and they moved onto other product types.

In general terms, separate licenses would be required. Most licenses are for very specific product types. Usually they are tied to things like product type, price point, scale, or even the number of articulation points when it comes to action figures.
