I'd look at Mega block whatever it's called for 2 and 3.
Some of the rest are modern era 4" GI JOE.

14, 15, 20, 21 are all GI Joe, mid 2000s onwards I think like Sean said.

#5 I think came with Breaker that came with the 2008 RAM and Flight Pod set from GI JOE 25th Collection. It's one of the few "modern joe" sets I have.
