I did a little research and all I could find was a Russian website where it says it's a Starship Troopers statue. But of course I'm not sure.

My thoughts are that in the 80s and 90s, similar painted figures were made from hard materials such as mini sculptures. I think it belongs to these periods.

Ditto, I found that same one, but it's definitely not from the movie Starship Troopers. The quest continues.
