Any writings on them, such as brands or years? One of them has what resembles "NSn" on what looks like an air tank; is that correct?

No manufacturer markings. If there were, I wouldn't need help to ID them.
On the tank is "USN", which I assume stands for United States Navy.

It looks like there's writing on the butt of the figure in the middle.

Yeah. I forgot about that. It says "CHINA".
It isn't really helpful, because 99% of 80s/90s action figures were made in China.
